He joined Stifel in 2019 through its acquisition of substantially all of the assets of George K. Baum & Company (GKB), where he worked since 2002. He focuses on cities, counties, school districts, and other issuers of municipal bonds in the state of Kansas. Mr. Shogren is one of the top investment bankers in the state, providing municipal advisory and underwriting services on more than $2 billion for capital improvements and refundings in the last decade. He has provided financial advice and campaign management services on more than 185 successful elections for capital improvement bond issues in the state of Kansas.
In 1999, Mr. Shogren was selected as a co-municipal advisor to Wichita Public Schools on a bond issue that was more than $284 million, at the time, the largest financing ever completed in the State of Kansas. Subsequently, Wichita Public Schools selected Mr. Shogren and George K. Baum & Company in 2008 for services on a $370 million bond issue. George K. Baum & Company structured and marketed $132.5 million in newly authorized Build America Bonds (BABs) for Wichita Public Schools as a part of the plan of finance-the largest such issuance of BABs in Kansas at the time.
In 2006, Mr. Shogren provided advisory and private placement services to Horse Thief Reservoir Benefit District on a $14.5 million project in western Kansas for a new recreational project. In 2017, Mr. Shogren and GKB assisted Andover Schools USD 385 in achieving voter approval and the structuring and marketing of approximately $188 million in school improvement bonds for this growing Wichita-area suburban district. In 2018, Mr. Shogren structured and marketed a bond issue of approximately $107.75 million for Sedgwick County, Kansas Unified School District No. 260 (Derby Schools).
Mr. Shogren, a native Kansan, received his bachelor's degree from Wichita State University in 1973. Prior to joining GKB, he was the Head of Public Finance at Ranson & Associates, Inc., where he served as a Senior Vice President. Mr. Shogren currently resides in the Wichita, Kansas, area.
