Emily Metzler brings nearly two decades of experience and a deep passion for real estate from her multifaceted role at MuniCap, Inc. In her position as acting COO and CCO, she has assisted with catalytic real estate public finance development projects across more than thirty states. Her expertise encompasses the full lifecycle of financial structures for public and private investment projects, from initial concept and capitalization to post-issuance administration.

Emily is particularly knowledgeable in various financing and revenue types, with a strong focus on tax increment financing, special assessments, and special taxes. She has successfully guided both public and private sector clients through complex public financing strategies with precision and confidence.

As an active leader in the industry, Emily contributes her insights to several organizations, including the Association of Public Financial Professionals, the Urban Land Institute, Lambda Alpha International, and Women in Public Finance. She serves on the board of the Council of Development Finance Agencies (CDFA) and chairs its strategic planning committee. Additionally, Emily has completed two terms on the MSRB Compliance Advisory Group, where she provided municipal market expertise to the MSRB. Her extensive knowledge of public financing across various jurisdictions, along with her ability to lead high-profile projects, has established her as a trusted advisor and a driving force in the industry.
