Eileen Gallagher is a Managing Director with Stifel Nicolaus, an investment banking firm with an active practice underwriting municipal bonds. In that role, Eileen has structured a wide variety of general government, utility, and infrastructure financing projects for state and local governmental borrowers in California and Nevada. Her financing experience includes lease-backed, enterprise revenue, redevelopment, community facilities district, assessment district, general obligation and pooled revenue financings across a wide credit spectrum.

Eileen joined Stifel’s public finance practice through its 2011 acquisition of Stone & Youngberg, a long-time California municipal bond firm. She first joined Stone & Youngberg in 1998. Before becoming a public finance banker, Eileen’s career began in the public sector. She drafted legislation and policy on federal housing, transportation and infrastructure programs as a staff member to the U.S. Senate Banking, Housing and Urban Affairs Committee. Eileen also served in the Office of the Comptroller of the Currency, an agency of the U.S. Treasury Department with regulatory supervision over national banks.

Eileen earned a Bachelor of Arts in cognitive science from Brown University and an MBA in finance and marketing from Northwestern University’s Kellogg Graduate School of Management.
